THE RULES OF PROFESSIONAL CONDUCT AND THEIR ROLE IN COMBATING CORRUPTION

This research aims to find ways and means to address the phenomenon of corruption in administrative bodies by clarifying the rules of professional conduct in Libyan law, and clarifying their impact on the administrative apparatus in the country, as the rules of functional conduct for employees within the administrative apparatus are among the most important rules that regulate public employment; Therefore, the legislator required several conditions for the employee upon assuming an administrative position to regulate the rules of job conduct, in addition to some special laws that regulate certain professions, such as: the medical professions, and the law on the legal profession, which includes a set of rules that the professional must adhere to. Many administrative bodies have begun to require employees to sign their own rules of professional conduct to regulate their work, in order to ensure the smooth and orderly operation of the public facility. The research problem is to answer some questions, including: To what extent do employees adhere to the rules of job conduct? How effective is the application of these rules in combating corruption in administrative agencies?.
