THE IMPACT OF TIME MANAGEMENT ON WORK PRESSURE IN PUBLIC ADMINISTRATION; LIBYAN SITUATION AS A MODEL

There are fundamental differences in how we view the concept of time, its importance and value, in advanced societies we find that there is greater interest and more attention to time and better concern for how it is distributed and exploited in a way that ensures the achievement of public and private goals, and this interest, concern and care in developing societies or less generally advanced is less, therefore, it is necessary to know the lost time, how to use it, face the pressures of work, and strive to estimate the value of time and make the best use of it, and this can only be achieved through attention to human behaviors confirmed by human and behavioral sciences that are concerned with studying the human personality and the factors affecting it, which makes it aspire to a better level of life. The development and qualification of working individuals and the needs provided by the organization and in the presence of a good system for time management, all of this leads to satisfying the needs of workers, which drives them to take advantage of all their energies, potentials and capabilities for the benefit of work, and this thus leads to laying the foundations for the use of the appropriate time in productive and service organizations. Hence the emphasis on the importance of the study came to ensure distinguished services and reduce lost time, so that the organization can reduce deviations and improve the level of performance, and that society can harness its capabilities and energies to achieve the prosperity and progress it seeks. The research deals with the problem through two topics. The first topic: The basic aspects of time management, and the effectiveness of its application in light of the work pressure through reviewing the concepts and importance of time management and the basic principles of time management. The second topic: It relates to the effectiveness of the application of time management under the pressures of work, in terms of administrative organization, work pressures and their relationship to planning, and how to face work pressures in addition to negative cases for not appreciating the importance of time.
