LEGAL MEASURES IN FACING THE CORONAVIRUS PANDEMIC BETWEEN PROTECTING PEOPLE AND RESTRICTING PUBLIC FREEDOMS
This study addresses the subject of evaluating the impact of the procedures and actions taken by countries against the Corona epidemic on public liberties, for both individuals and groups, through enacting regulating laws that aim at reducing the spread of this epidemic. The epidemic has caused a rise in the number of deaths and caused hospitals to be overcrowded with infected people, which proves that the international community is showing a kind of weakness in fighting the threat of the Corona virus. As a result, many countries had to take several procedural measures to confront this pandemic. Seeing that international conventions strive to protect human freedoms and have given them the highest priority due to their close connection with human dignity, the same thing applies to local legislation in most countries of the world. At the same time, it allows restricting some public freedoms in the event of an exceptional emergency that threatens the security and safety of citizens, such as epidemics and natural disasters, by adopting exceptional procedures and measures by countries around the world. Through this research, we seek to highlight its aspects and effects on the public freedoms of individuals. On one side, it appears that they came as preventive measures, and they are a restriction of freedoms on the other side; at the same time, they have been used by some regimes arbitrarily.
