We are trying through this research to understand the meaning of the consul and how and when the consular system arose in the Levant. We also try to identify the ways of appointing foreign consuls and their tasks in the Levant. The importance of our research lies in studying the role of foreign consuls in the Levant since the beginning. Their presence during the period of the strength of the Ottoman Empire during the 16th century until the 19th century, the period of weakness of the Ottoman Empire .
